st1 volumes have issues

pcluster manager offers stl as an option for ebs storage but it needs to be st1 (a "1" and not a lower case "l"). Also, the st1 ebs volume type is now available in a size range from 125 GiB - 16 TiB volume but the dry run (and possibly the launch) does not allow anything less than 500GiB.
