With Ubuntu 16.04 as the requirement going forward for the host OS; apache2 starts listening on IPv6 as well and post completion of the installer script apache2 doesn't listen on IPv4 but starts listening on IPv6.

The same can be fixed beforehand by touching ports.conf at /etc/apache2/ports.conf and making a manual entry

Listen 0.0.0.0:80
