Taskboard does not properly capture all unique section and modules

Currently the taskboard is responsible to look at the extrinsic, events and logs table and populate the section, log_kind, events_modules and extrinsics_modules table with unique row for each.

Either the quantity of blocks looking at per batch or the query itself is not good, causing many type of extrinsics and events to not make it to these tables.
