Two phases:

Automated builds of the windows installer
- dotnet workflow harness
- injection of the dart binaries as resources into the dotnet project
- build of the dotnet project
- artifact of unsigned installer
Automated signing
- Setup of at_signer
- call at_signer with build dotnet artifact
- upload signed installer as artifact to release

Not sure if this is something I will get to soon, but it is something I will pick up if I have extra time in a sprint.
