What the issue is
When the White-papers are migrated outside of the 'Archives' folder, the URL's calling the images will not work, resulting in a broken image tag on the dev site.
Solution to the issue
After the 'Whitepapers' directory has been migrated (Issue #415), we will need to rename and migrate the 'images' folder to the 'static' folder. Hugo will not be able to pick up a directory with the title of 'images', therefore, necessitating the rename.
