atclient connection stability #425

Current approach (for both)

use hooks to do a noop and reconnect
- problem: lots of repetitive noop calls over the connection

atclient (sync client)

Instead of hooks to reconnect an atclient
A function which checks the connection and reconnects if necessary
- This way we're more intentional about when to do noops

Monitor client (async client)

See if we can optimize our examples / existing usages to only check the connection when we experience a failure
- Implement a counter to lower frequency of noops
