Release workflow not triggered

The Create Release workflow was never triggered for the v1.1.0 and v1.1.1 releases, despite the tags being created by the Tag New Version workflow.

We've created the v1.1.0 and v1.1.1 releases manually, but still need to diagnose why the github action is never launched.

The release workflow was successfully triggered for the v1.0.0 tag. I don't see any post-1.0.0 changes that would explain the change in behavior.
