Add sidepanel to scheme page

This ticket is to accommodate the frontend interactions only. It encompasses adding a basic subheader/navbar to the page and adding the Scheme Editor Tools interactions to it. The interactions to develop as part of this PR are: hide, expand to full-width, contract to partial width.

This PR also encompasses adding a button to each section that shows the sidepanel. The config may need to be updated to support button text, but that can be punted if need be.

The sidepanel should NOT be a drawer as the mockup has it sharing screen realty with the report instead of overlaying.
