Discussion vs. Tickets: What's the difference?

As boundaries so often are: The boundaries between tickets and discussions are blurry. As a rule of thumb

• tickets are about concrete tasks, goals, issues for the developer (or somebody) else to tackle
• discussions can't be tackled because they are more at the idea stage or it isn't clear how to tackle something, what is expected and there is just discussion needed before one or more concrete tickets can be made.
• discussion are open to everybody and everybody is invited to bring in individual ideas, concerns, etc.
• if something is a ticket, it is more or less decided and planned. Bringing in general concerns and thoughts at that stage makes tackling a ticket rather frustrating and should happen at the discussion stage (if it happens to a ticket the ticket might get converted to a discussion)
