Required challenge extension feature on Direct portal

This request in on the same lines of the issue. It would be great if this feature can be built along with the below issue

Description

The challenge manager should get the option to extend phases of the challenges from the direct portal. Mainly Registration and submission phase. This being a very common use case from TopGear contribute to a large number of request from top gear folks on a daily basis. Having this feature will ease out the dependency on support folks to a greater extent for extending the phases of the challenge as and when required or deemed fit by the challenge managers.

Extensions only work from Online Review tool, when the phase is open. If the phase closes, there is no way to reopen the phase and extend.
