Community page Development links go only to parquet-java and JIRA #71

https://parquet.apache.org/community/ page links have a few challenges:

  1. There are links to JIRA which I think we have moved away from
  2. Gitub only lists parquet java (not parquet-format or other implementations)

I am happy to change these links but I am not sure we should change them to. I'll leave some thoughts below

My proposal:

  1. Change github link to point at https://github.com/apache/parquet-format
  2. Change bug link to point at https://github.com/apache/parquet-format/issues
  3. Add a new link for "implementations" and point at: https://parquet.apache.org/docs/contribution-guidelines/modules/ (aka the list of implementations)

It seems to me that parquet-format is one (special) item in the sub-project list. What about putting the github & issue link in the sub-project page?

I could remove the github/jira link directly and add a link to the sub projects page directly.
