Setup a Maven cache repo for images build in ASF Jenkins

Currently, all the artifacts are downloaded from central every time we run image builds. This takes more time than it's necessary. Ideally, our Cekit builds would rely on a Maven Cache in ASF Jenkins so we can decrease the image build considerably.
