What would you like to happen?

This is one of the two blockers preventing Neo4jIO from being used in the Neo4j Flex template for GCP Dataflow.

Currently, there is no way to pass a custom user agent, as org.apache.beam.sdk.io.neo4j.Neo4jIO.DriverConfiguration#create(java.lang.String, java.lang.String, java.lang.String) does not expose it (but the underlying org.neo4j.driver.Config type does).
