Is it possible to still use hetznercloud plugin with 3.6?

I do not know, try it. If something does not work you will likely have to fix the plugin. We removed testing because our integration pipeline was failing and the plugin was not actively maintained but we do not prevent it from being used. I am happy to help with reviews and releases on any plugin, but they need to pass the CI.
