Modules (FQCN) not available in verify.yml

TL;DR: How can I use FQCN collections in verify.yml?

I've got a question, imaging a molecule/default/verify.yml like this:

---
- name: Verify
  hosts: all
  become: yes
  gather_facts: no

  tasks:
    - name: check if a mail can be sent
      community.general.mail:
        from: "Robert de Bock <[email protected]>"
        to: "Robert de Bock <[email protected]>"
        subject: Testing ansible-role-postfix.
        body: Testing the ansible role postfix.

And a molecule/default/molecule.yml like this:

dependency:
  name: galaxy
  options:
    role-file: requirements.yml
    requirements-file: requirements.yml
# remove stuff.
provisioner:
  name: ansible
verifier:
  name: ansible

And a requirements.yml like so:

---
roles:
  - name: robertdebock.bootstrap
  - name: robertdebock.core_dependencies
collections:
  - name: community.general

The error I'm seeing:

Running default > verify
INFO     Running Ansible Verifier
ERROR! couldn't resolve module/action 'community.general.mail'. This often indicates a misspelling, missing collection, or incorrect module path.

Why are those module not available to verify.yml?

The "NOTE" on this page mentions:

If the verify.yml playbook does not explicitly include_role your role, the library and module_utils provided by your role are not available in the playbook by default. If you need those for testing but would like to avoid re-running your role, consider adding an empty task file init.yml to your role and use tasks_from to include your role in the verify.yml playbook:

So far I can only get verify.yml to work when downloading the collections outside of Molecule...
