Automatically assign gssoc label to Issue if the user selects from the dropdown that he is contributing under gssoc 24.

Describe briefly how you would implement this enhancement.

Some steps to implement this enhancement-
1. Step 1 Add a workflow that automatically assigns label by chacking if the user has selected Gssoc24 from the dropdown.
