Running fv3fit tests creates "checkpoints" directory #1912

When fv3fit tests are run (e.g. with pytest tests from inside external/fv3fit), they leave a "checkpoints" directory with model checkpoint files. This directory should get cleaned up by tests when done, or stored in a temporary directory during test execution.
