It would be helpful to let the user choose a method:

Count actual issues in progress at the time in Jira.
Sum based on started/completed dates as currently happens.
Choose whether to count only issues started in the given period.

Params can therefore be:

Method (in progress count vs started date).
Include issues: "exclude stopped issues" vs "include all stopped issues" vs "include issues active in period".
