So that it's easier to talk with all reviewers each year. Everybody can email each other through this list and it only includes reviewers that have accepted participating through the system.

Google groups doesn't have an API. Might be doable to automate using a selenium like process in production but might be a little overkill.
Dreamhost offers an 'Announcement Mailing List' API which would allow us to have that list as long as it is only to make announcements (not start conversations). Other problem is you have to use the website to send an email to that list. Not so much fun.
Third options I see is creating a group service ourselves. Might be a little overkill too (on the other hand, may be a service that a lot of people need.. over 500 request on the open request for Google Groups).

Mailchimp and Mailgun offer APIs to create mailing lists.

Mailgun offers 10k emails per month free and then charges after that.
Mailchimp allows for 2k subscribers and 12k emails per month on their free plan and charge after that.

I'll investigate mailgun a bit more as it seems like it might be easier than mailchimp.

I don't think its a must for 2018. We already created the google group..
