• test-docker-ubuntu2204-armv8-3 does not seem to exist
• odroid-2 seems to be trying to connet twice to the jenkins server
• dockerhost-osuosl-ubuntu2204-aarch64-1 exists in jenkins but not the inventory file

https://plugins.jenkins.io/azure-vm-agents/releases/ 8.2.5 - there is a breaking change in 8.4.6 for "configuration as code" users which may not affect us. On that basis we are performing the upgrade of that plugin in this cycle.

Noting that in this upgrade cycle if any of the jobs have a stripey status progress bar against them then they do not seem to hold up any jenkins restart e.g.

Since the 'agent specific issues noted' has now been spun off into a separate issue I am closing this one as the upgrade has completed successfully.
