Build tag auto-triggered builds need ability to specify publish name

The new jdk-21 & 22 releaseTrigger_NNea jobs currently have to manually invoke the publish job with the necessary "publishTag" containing the EA naming. We need the openjdk-pipelineNN job to be able to specify that so it can auto-publish.

openjdk-pipelineNN can specify the publish name using "overridePublishName"

The problem is the TIMESTAMP param, that needs to be a unique re-producible timestamp|version field, as opposed to the generated timestamp here:

The openjdk-pipelineNN probably needs an extra option, eg."publishTimestamp"
