create a "community" mailing list

We want to have something like "[email protected]" as a list, where anyone can subscribe and this moderated list can be used to spread information on the ABZ-conference series or other stuff.

Ideally, the subscription can be done automatically and we do not have to use too many external resources like from UUlm or IRIT.

• set up website with a description of this mailing list in the mailing lists tool at uni ulm
• write about the intention of this mailing list on the abz-conf.org website and provide a link to the self-subscription
