You definitely do not need the PPS signal. That is only really useful for people who need high level precision for occlusions or eclipses, etc.

It is odd that /etc/ntpsec/ntp.conf was blank. This what my system with GPS looks like (excluding comments):

driftfile /var/lib/ntpsec/ntp.drift
leapfile /usr/share/zoneinfo/leap-seconds.list

tos maxclock 11

### I only added the following two lines
server 127.127.28.0 minpoll 4 maxpoll 4 prefer
fudge 127.127.28.0 refid GPS stratum 1
###

pool 0.ubuntu.pool.ntp.org iburst
pool 1.ubuntu.pool.ntp.org iburst
pool 2.ubuntu.pool.ntp.org iburst
pool 3.ubuntu.pool.ntp.org iburst

server ntp.ubuntu.com

restrict default kod nomodify nopeer noquery limite…
