An inactive anomaly was radioactive. It would emit 60Qb of radiation immediately while inert, none of it's mechanism where activated, it would not log "The artifact starts to glimmer", just shower you in rads quietly.
Additionally, putting it in an anomaly container did not stop the flow of radiation for a whole 2 minutes before brutally stopping, time during which it was in it's dedicated anomaly container.
What you expected to happen
I expected the anomaly not to activate without actually doing it's animation and saying something in the log.
I expected the container to properly cut the anomalous properties of the item from the current environment / to immediately contain the rads it was spewing out.
What actually happened
The artifact did not log that it was active, it's container did not properly contain it.
Steps to reproduce
I'd be hard-pressed to tell you how to reproduce it since it would mean for you to find again this exact artifact in the rocks, and there's dozens of dozens of those to find.
I've had previous radioactive anomalies and those would properly "Start to glimmer!" in the log once their trigger mechanism was applied, and would immediately be safe once put in a container even if active.
