Emojis are not rendering correctly in tagline

Describe the bug
Emojis in the tagline don't get rendered and show a placeholder instead.
This might affect other places as well, I only just discovered this in the taglines.

To Reproduce (if applicable)
Steps to reproduce the behavior:

1. Edit taglines in Lemmy admin settings
2. Create a new tagline like **💗 Community Spotlight 💗** [[email protected]](https://falconry.party/c/general)
3. Open the main page in photon
4. See *� Community Spotlight �* [email protected] (community is linked)
5. See placeholder symbol where 💗 should be

The first character is U+DC97, the second one is U+D83D.

The markdown parser also seems to have some issues, not sure if that is related?

Expected behavior
Emoji gets rendered correctly.
