Incorrect number of stops for modified scenario

Indicators for unmodified PATCO line correctly report 13 stops. I created a scenario, added one stop, and re-ran indicators; for the scenario, 27 stops are reported (should be 14).

It looks like maybe it conflated the out and back routes, then added a stop.

I think it's likely something like that -- I know that adding a new route works as expected so this must be something related to how it handles modifying an existing route.
