Describe the bug

On screens that are in between 781px and 960px wide, the Unified Toolbar mode places block controls onto a second, smaller toolbar underneath the main one. #9394 introduced a visual bug where the block controls are larger than their container bar:

This should be returned to its previous visual state:

To Reproduce

  1. Resize your browser window so that it's in between 781px and 960px wide
  2. Turn on the Unified Toolbar
  3. Select a block
  4. View issue 🙂

Move unified block toolbar padding to large breakpoints.
