Ability to create pages from within Link UI within Site Editor rich text

What problem does this address?

In #35083 we added the ability to create Pages from within the inline Link UI. We added this to the standard @wordpress/editor package as that is used across all editors...or so we thought.

Turns out that the Site Editor doesn't use this package. Therefore it didn't inherit this functionality.

What is your proposed solution?

Update the Site Editor settings to include the necessary functions. This is a fair amount of overhead and it would be a lot better if the Site Editor just used the Editor package.
