Version 8.9: Widget screen. None active inserter button.

Describe the bug
In Gutenberg plugin version 8.9 the new Widget screen has gone out of the experimental screen and have taken over the Appearance -> Widgets screen.

The blue inserter icon button (top left) is greyed out and I am not able to select a widget or block to add to the widget areas.
I am hoping it is just my computer....

Environment: Localhost running Desktop Server.
Browser: Chrome
Theme: Twenty twenty

Plugins installed:
Gutenberg 8.9.

None active plugins:
