Describe the bug
If the clipboard's text/html contains several blocks and one pastes them into a paragraph, multiple paragraphs/headline/figure, etc. blocks are created and the content distributed correctly. If one pasts into the main post title, all the blocks of the clipboard are merged into just one which is then inserted into the title. This is not helpful.

To Reproduce
Steps to reproduce the behavior:

  1. Copy from a random webpage with a title and some content
  2. Create a new WP post with the Gutenberg 3.9 editor
  3. Paste the contents into the first block (title)
  4. All the pasted content is being all mashed together in a gigantic title field

Expected behavior
The first block (in most cases a H1-H6) is being added to the title field. Additional blocks are each getting their own block.

This is particularly useful for users who want to copy-paste an entire page or an entire document from another system. Without this feature, the user has to do copy-paste at least twice and it will be too complex for less technically-inclined users.

I tested and confirmed this is how the titles work both in the old and new editors. #4482 notes that:

Eventually, the title, the date, the author, etc, will all just be blocks you can place in whatever order around the content.

Because making titles into blocks should solve the problem you've raised and because it has been filed in the "To Do in Customization" project, I would like to consolidate this request into #4482.

If implemented, #4482 might address this issue as well, but I don't think this aspect of pasting is mentioned specifically, is it? Also, this issue could be solved even if you guys end up deciding against fixing #4482.

I don't entirely understand your filing system, but I hope this isn't forgotten even though the issue has been closed.
