[Admin feature] Admin ability to create and send NFT HealthPass vouchers (URGENT)

WiiQare admins need the ability to create and send vouchers to individuals (or groups of individuals). This is important for running promotionals, sending vouchers as part of referral program, and issuing other types of vouchers (such as a Prescription Savings Pass), or if we were to partner with NGOs to send vouchers.

Ideally, this feature would be built into the Admin Dashboard. Only a superadmin (with the highest account privileges) would be able to issue vouchers.

Alternatively, in the short-term, perhaps there is a simple way in which admins can use the Payer app and bypass Stripe (or use a code or fake credit number, as we now do) to issue vouchers without having to make a payment. I recognize this could pose a security issue on the Payer App--this could only work if it was a temporary short-term solution.

I've indicated this as an urgent issue as we would like the ability to issue vouchers as part of a promotional during upcoming beta tests.
