I would like to filter out some gitlab MRs based on title regex. Is it possible?

Unfortunately currently it's not possible but feel free to create pull request.
This shouldn't take long.
https://github.com/Webinterpret/hanging-merge-requests/blob/master/hmr/main.py#L65 here you have access to the raw/unfiltered list of pending merge requests and to the config.
