Should be easy to make permanent free accounts

SkotOS doesn't necessarily like free ("Trial") accounts to hang around forever. But for vRWOT (and probably most other OSS SkotOS servers) they'll usually want free permanent accounts to be the rule.

I need to figure out and document how to do that, and it needs to be the default for vRWOT.
