This comes across as off to me. 91% of flow-based water rights amounts have unspecified beneficial use.
It could be a WestDAAT front-end or back-end bug because it's hard to believe that all Western states have similar behavior in giving amount values to WaDE unspecified beneficial use. I'm wondering if this existed before or if it is new.
Looking here, I see there is a massive outlier(s) of flow data. That could be the one that is messing with the piechart summary and skewing it towards WaDE's unspecified beneficial use.
