Migrate documentation to this repo

Let's work together to move our documentation to this repository. It will be a one-stop-shop to refer folks to. More importantly, we'll move away from repositories like WaDE 2.0 that has branches and pull requests. Pushing documentation updates to WaDE 2.0 interferes with DPLs work as they try to manage code changes in that repo.
