Terms and payback url info button goes crazy on click

Expected Behavior

When clicking on the info button for the URL of the store TOS and payback terms, a popup should appear.

Current Behavior

The popup starts flickering madly. Some of it changing position can be seen at the end of http://recordit.co/BNNh8WJCzi In real life it flickers much faster

Possible Solution

Make it stop flickering :D

Steps to Reproduce (for bugs)

1. Go to the store settings page
2. Click on the TOS info button

Context

The popup is unreadable
