Reorganize issues and warnings in data management view #281

What is the expected state?
It would be more useful to have issues/warnings organized into two groups: issues/warnings that come from pycrossva or the coding algorithms and issues/warnings that are generated by VA Explorer itself.

What is the actual state?
Right now, issues/warnings are split into Errors, User Warnings, and Algorithms Warnings. The warnings seem to be doing this properly. Errors seem to be merged together.
