Facility sort on Data Management index page does not work

Describe the bug
As a user, when I click on the column headings of the VA table listing, I see that the table is sorted by the column. E.g., clicking on ID sorts the table data by ID. When I click on the Facility column heading, the table data does not sort.

To Reproduce
Steps to reproduce the behavior:

1. Go to http://0.0.0.0:8000/va_data_management/
2. Click on Facility column heading
3. Notice the table data does not sort

Expected behavior
Expected the table data to sort alphabetically by Facility when the column heading is clicked.
