Describe the bug
VA Explorer does not show password requirements for the "Forgot Password?" workflow, but does impose these requirements.

To Reproduce
Steps to reproduce the behavior:

  1. Go to Sign in page
  2. Click on Forgot Password?
  3. Go to the Reset Password link in the email printed to the console
  4. Enter in an invalid password in the Change Password form
  5. Note that error messages appear

Expected behavior
The password requirements should be shown on the Change password form

  • OS: Mac
  • Browser: Chrome

Additional context
The developer should also change the text in the button to use title case. E.g., "Change Password" instead of "change password"
