Should reinstated forts be sent as a fortupdate?

When a Pokestop/Gym is removed, it's possible to have it reinstated (i.e. via Niantic support). It would be nice to have it sent as a "new" fortupdate webhook.

It could have the side-effect of having false-positive removals (which aren't uncommon) sent twice. (once as a removal, then as a new fort). Whether that's positive or negative, I'm not sure.
