The problem's in the title: Waybar totals ~20-30% CPU usage on an average system. Split between different PIDs, one at 15%, two or three extra at 5%. CPU usage is unaffected by wether or not there's actually something in the Scratchpad, but drops to expected 0-1% if the Scratchpad module is removed.

Sadly, I can't say if this problem occured before and I've just now started noticing or if it's due to some faffing about on my side.

Running the 23.10 version, pretty much out-of-the-box.

Thank you for your report. Scatchpad module will be disabled in 24.04, until a solution to the problem is found

Hi, I have 24.04 installed and I just noticed high cpu usage from way bar as well. I disabled all the modules except cpu, memory, network, battery, bluetooth and that seems to fix it

Same here, just disabling the "custom/scratchpad" fixed the issue

Scratchpad module was removed from 24.04 LTS
