Review the current implementation of the UWCA

The UWCA has long been a service of value to the UW Community. However, it has fallen behind in technical requirements and time allocation to allow us to stand up a secure CA that meets modern requirements.
There is then a need to determine what the role of the UWCA is in the UW ecosystem, what level of security is needed in a homegrown CA solution, and how this is impacted by the announcement of SSL/TLS certificates moving to a 90 day lifespan.
This is likely to be a full project after review, but reviewing the current environment is a needed first step.
