[Feature Request] Suggestion Chips for Home Page

Overview

Describe the motivation behind your desired functionality.

We want to show a list of frequent searches on the home page of guide so users with frequently asked questions can more easily navigate to the relevant article. These chips will be color coded with different colors tied to different groups of students (Ex. Transfer students, new grads, etc.)

How would you like the user experience for this feature to work?

These chips have a color circle and text (title of the article) and are arranged in a grid below the search bar.

Proposal

Describe what changes need to be implemented to resolve this issue. Be as
detailed as possible so maintainers can best determine how to implement this
new feature.

Create a stateless suggestion chip component (tsx) that contains a colored circle and some text

To give your feature more chance at being implemented, feel free to attach any
other documentation. For something highly-user facing, a UI mock-up or some
other form of wireframe is required.
