shapefile merge

We need to find a way to programatically merge multiple shapefiles.
Specifically for the worldview products, a merged shapefile would help us identify areas of coverage.

I haven't researched this, but I assume there must be a script out there somewhere we could use.

Once we find something we can add it to the wv unzip DAG and other ingests to keep the master shapefile evergreen.
