Of the files in the config/ref/ directory, only config/ref/delimited/scc.txt is needed by the EMF Client. This data is used for the Find option in Control Measure Manager.

The listing file files.txt on the installer site can get updated to only include an entry for /config/ref/delimited/scc.txt
