EM-2400 Submission Type Edit Icon Incorrectly Displayed After Generator Signature

The edit (pencil) icon is incorrectly displayed for Full Electronic submission type on the edit page after the generator performs a quick signature. The icon should be hidden in this case.

• If submission type = Electronic, status = Scheduled/Pending, generator hasn’t signed yet
• If submission type = Hybrid, status = Scheduled/Pending, Transporter 1 hasn’t signed yet
