allow users or a select number of user to view and edit watershed boundaries

Describe the solution you'd like

view minx,miny, maxx, max y for watersheds. allows select users to edit the values.

more advanced solution would allow the boundaries to be viewed on a map. Allow users to import a watershed and then adjust the boundary according to the watershed imported.
