Overlays being tagged by script as NEW

When the 001 in an incoming record = an 019 in an existing record (whether it's the first 019$a or a subsequent one), the script is tagging the incoming record as NEW.

When loaded into Sierra (at least with our setup), the incoming record overlays. Script should reflect that this is a CHANGE record.
