Dockerize Rails apps

Arclight should be first priority, as getting 1.4 set up is blocking description_harvester work, but the other apps can linger a bit.

• Discovered that this is really concurrent to setting up a stock docker setup, as I'm using one of the apps as a test case.

Stock repo is available in the dockerized_rails repo, and the history app should be fully dockerized!

This no longer blocks updating Arclight to 1.4. We can start setting up the new webserver to proxy to these apps. Though its not a priority to get them all switched over now, as we probably won't switch over until we're ready to move off Hyrax.
