Add role to opt-in and -out of bot reminders

We need some sort of message that server members can react to in order to opt-in and opt-out of reminders from the bot. When the user reacts to the message, the bot should give that user a special role. Then, when the bot sends its announcements and reminders, it should only ping the users with that role.
